What We Measure / Tobacco and Nicotine
Tobacco and Nicotine
Tobacco control is among the most heavily researched areas of public health, and among the least often evaluated against its own promises. CGHA measures what happened after the policies were introduced: whether disease declined, whether smokers switched to lower-risk products, and what emerged when governments prohibited products consumers continued to want.
WHAT WE MEASURE
Do tobacco-control policies reduce disease?
Do they help smokers?
Do smokers switch to lower-risk alternatives?
What happens when governments prohibit products that consumers continue to demand?
