Pandemic Policy

Pandemic policy was made quickly, at enormous scale, and under acute uncertainty. Five years on, the question is no longer what was intended but what resulted. CGHA measures which interventions improved health outcomes, which produced unintended consequences, and what the evidence should mean for future preparedness.

WHAT WE MEASURE
Did pandemic interventions improve health outcomes?
Which policies worked?
Which created unintended consequences?
What lessons should guide future preparedness?
FLAGSHIP PROJECT
The Great Avoidance
What Covid inquiries investigated — and what they did not.

The issue is not whether inquiries occurred. The issue is whether they investigated the decisions that mattered most. The project compares inquiries across countries: preparedness, lockdowns, school closures, mandates, the WHO, scientific dissent, and information governance — and maps the accountability gap between a policy's significance and the scrutiny it received.
