Read the map with its context.

This test edition presents the supplied September 2026 CGHA Atlas: 71 assessed countries, four policy dimensions and 15 product categories. Its colors describe the author’s policy judgments, not national virtue, product safety or proven health effects.

What missing data means

Gray means not assessed or no data for the selected layer. Angola, Namibia, Sudan and Venezuela have policy profiles but no WHO trends in this workbook. Missing values never mean zero. Product labels preserve “Legal or available,” “Restricted or uncertain” and “Banned or unavailable” exactly as grouped in the source; they do not resolve the legal/practical distinction.

Interpretation and prototype scope

The current policy snapshot cannot explain historical smoking changes by itself. The working paper’s primary estimate is exploratory (p = 0.266; its 95% interval includes zero). This tool makes no causal inference and does not recalculate that model.

Trend values are read directly from the WHO sheet. The workbook’s country-summary sheet has blank inputs that incorrectly yield zero changes; those outputs are not used here. Source documents and legal claims have not received an independent country-by-country verification.

Source files

Country source names are transcribed from the Atlas. The DOCX does not contain their individual URLs, so this prototype does not invent links. The full interactive workbook and article publication are later phases.

World boundaries: Natural Earth, public domain. Territories retain distinct geometry; they do not automatically inherit a sovereign country’s policy scores.
